About Pre-Bid Conference for Offshore Bid Round OALP-IX at Houston

Directorate General of Hydrocarbons (DGH) under the aegis of Ministry of Petroleum & Natural Gas, Government of India is organizing an Pre-bid conference for Offshore Bid Round OALP-IX in Houston on 6-7th July 2023 to engage with prospective global investors and E&P companies. This event is being planned to apprise the investors and the E&P companies about E&P opportunities in India, policy initiatives and incentive structures.

The present Revenue Sharing Contract (RSC) offers more attractive terms and conditions. This conference is to host interactions with potential investors which will help to understand their interests to participate in Indian E&P sector. Suggestions will be solicited from them on how to make our bidding terms, fiscal and policy incentives more attractive to create interests among global players.

Shri Pankaj Jain is an IAS officer of the 1990 batch, currently the Secretary, Ministry of Petroelum and Natural Gas, Government of India.
He is an alumnus of Shri Ram College of Commerce from where he has a Bachelor’s degree in Commerce followed by an MBA from FMS Delhi. He is also Associate of the Institute of Cost Accountants of India.
He has worked for the Governments of Assam and Meghalaya. This encompasses being District Magistrate at Shillong and Tura along with assignments in the Secretariat and State Corporations dealing with Power, Planning, Information Technology, Livelihood Promotion and Industries as well as being Director with the Government of India in the Ministry of Micro, Small and Medium Enterprises. His work experience also includes a three-year stint with the British International Aid Agency - the Department for International Development (DFID) as Governance Adviser and Senior Program Manager.
His areas of interest include Intellectual Property Rights where he has collaborated with UNIDO to develop an IPR guide for the Indian Toy Industry. He has also been a consultant to the Commonwealth Secretariat and the Asian Productivity Organisation on adoption of IT by small and medium enterprises in India and Bangladesh.

Shri S. C. L. Das is an Indian Administrative Service officer of 1992 batch.
In his career spanning about 31 years, he has had professional experience in diversified sectors such as energy, power, urban development, health, finance and taxation. He has overseen implementation of some key reforms and projects at State level, such as GST, Delhi Metro and power privatization, etc. He has also worked in the United Nations Office for Project Services.
Mr. Das holds a Master’s degree in Public Health from John Hopkins university, USA, and degrees in Science and law.

Shri Gautam Sinha joined ONGC as a Production Engineer and has a wide experience of working at both onland as offshore fields of ONGC for more than 30 years. At DGH, he is actively involved in formulation of key strategies aligned with the roles and functions of DGH as well as other key technical and contractual issues. He has worked extensively in formulating regulatory Policies in Indian upstream industry. He is also steering the Investment Promotion Cell and Business development Unit of DGH.
